 EXPERIENCE

 1-91 to                President - The Institute for Finance and Economic Development Corporation, 
Present                Martindale, Texas

                                Started a successful woman-owned business enterprise (certified by the city of Austin).  The Institute was launched specifically to provide technical assistance and training to cities and counties with a need for training regarding state and federal loan programs, primarily using CDBG expertise.  The Institute has packaged, had approved and administered more Texas Capital Fund projects than any other grant management company in Texas.  The company's  specialization extends not only to technical assistance and training, but includes packaging assistance, program guidance, monitoring (auditing) of CDBG grants, and experience with public/private lending that will allow recipient cities to better leverage their current programs.  In addition to grant writing for CDBG funds, other loan programs including Farmer's Home Administration's Business and Industrial loan program; the Small Business Administrations loan programs, including 7A and 504; the Texas Department of Agriculture's TAFA program; and economic development financing using sales tax refunds approved recently by the Texas Legislature, to name a few, can also be accessed through The Institute.

 

8-88 to    Director of Programs - Texas Capital Fund - Texas Department of Commerce - Austin, Texas

                                Performed highly responsible administrative and management tasks including planning, budgeting, directing, marketing, and monitoring the activities of the Texas Capital Fund,  a statewide Community Development Block Grant loan program.  This program provided direct loans and grants to eligible cities and counties to assist businesses with funding in order to create or retain jobs.  Conducted public hearings and application workshops for the program.  Drafted the Action Plan language for the U. S. Department of Housing and Urban Development (HUD), the rules for publication in the Texas Register, and the loan policies for each program year.  Prepared budgets, reports and forecasts for the Legislative Budget Board, HUD and the department.  Worked closely with local elected officials regarding their applications, as well as responded to requests for assistance regarding the program from legislators and other interested parties.  Interpreted state and federal regulations and worked with HUD to clarify issues and assist with their annual audit of the program. Coordinated Texas Capital Fund workload with other areas of the finance at the Department of Commerce as well and other state and federal agencies.  Supervised loan review and monitoring (auditing) of all outstanding loans/grants for each program year.  Developed, in conjunction with the accounting department, a computerized tracking system to track repayment of loans, a system to ensure prompt payment of loan drawdown requests and to track evidence of job creation/retention. Supervised review of Revolving Loan Fund Plans submitted by local elected officials to verify compliance with Title I of the Housing and Community Development Act of 1974, as amended and approved plans submitted that met Title I requirements.  Supervised staff of Professionals, Credit Analyst and Administrative personnel.

5-87 to                Associate Director - Business Expansion Services - Texas Department of Commerce-

Performed responsible planning and program development work on statewide finance     programs related to economic development.  Responsible for providing financial         consultation and technical assistance to businesses desiring capital investment for expansion projects.  Work involved the development of detailed credit analysis of business projects to determine funding viability, the preparation of  business loan proposals for private and public capital investment, packaging of loan applications for SBA, Texas Capital Fund and private lenders, and grant writing for federal and state loan programs.  Marketed the program to other state and federal agencies as well as to local elected and state officials including development of print materials and speaking engagements.  Supervised the work of other Associate Directors, Credit Analysts and Administrative personnel.

 2-86 to    Personal Loan Officer - Texas Bank - San Antonio, Texas

Responsible for a loan portfolio of $2.8MM.  Duties included approving commercial, home improvement, and consumer loans.  Served on the Bank's loan committee, collected past due accounts, and made calls to prospective and current customers to cross-sell bank services. Supervised Loan Administrator.

 4-85 to    Credit Analyst - Texas Bank - San Antonio, Texas

Analyzed financial statements and prepared write-ups for commercial, SBA and real estate loans in amounts up to $2.5MM. Assisted with presentations of loans to credit committee and loan and discount committee. Programmed spread sheet and yield analysis on micro computers. Supervised one other Credit Analyst and training of Credit Investigator. Managed department in the absence of the supervisor. Received award for highest grade in American Institute of Banking class.
